Android usually restores all settings after you re-install and log into the app. Try the following steps one at a time to fix the syncing problem.

Make sure both of these are checked mark, and make sure the Private setting is also checked marked for both of them(you could checkmark Public but I did not need to) and then click OK. Scroll through until you see Samsung Flow and SamsungFlowDesktop. Once open, click on Change settings button in the top right. Among those, you want to look for Allow an app through firewall(should be the first one) click on this setting. Below these three settings, there are more settings in smaller font. In this menu you will see three main settings in big font: Domain network, Private Network, Public network. You can do this through the little shield icon in your Taskbar(next to your volume and internet controls), or you can go into Settings -> Update & Security -> Windows Security -> and click Open Windows Security. The problem seems to be that the Windows default virus protection and firewall, Windows Security, is blocking the transfer of files. Now I do not know if I am a rare case in being unable to transfer files but I want to share and I hope someone else will find this useful.
